This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available.

This combined synopsis/solicitation will be posted on both Contract Opportunities (https://sam.gov) and NECO (https://www.neco.navy.mil). This is a Request for Quotation (RFQ). The solicitation number is N0018925R5004. The proposed contract action is for commercial services. The NAICS code is 541910 and the Small Business Standard is $22.5 Million.

This solicitation includes and incorporates provisions and clauses in effect through FAC 2023-05 and DFARS Change Notice 20230929. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at https://www.acquisition.gov. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) Pentagon Directorate intends to solicit Gallup, Inc. (CAGE 1MRK1) as a sole source action.

These services are currently being performed by GDIT under task order N0018924CZ004 whereby GDIT provides contracted support to the Department of the Navy (DON) Chief of Information (CHINFO) to evaluate the Navy’s communication efforts through periodic assessments using scientific methods that collect and evaluate quantitative and qualitative research.

These assessments focus on general public perceptions, knowledge, issue awareness, message exposure, recall and salience, and engagement with the Navy to provide a broad snapshot of awareness and sentiment toward the Navy. The research and assessments are generally performed during organized Navy Week events that are scheduled at various locations through the year. This notice is not a request for competitive quotes.

All responsible sources may submit a capability statement, and the Government will consider information received by the specified response date. Information received as a result of this notice will be considered solely for the purpose of determining potential sources for the follow-on procurement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored as a result of this notice.

No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Justification and Authorization (J and A) is included as an attachment to this notice.
