Retrofit of Digital Red Switch System (DRSS) Production Support Assets

The Department of the Navy, Naval Air Systems Command (NAVAIR), Airborne Strategic Command, Control and Communications Program Office (PMA-271), intends to award a Firmed Fixed Price (FFP) contract modification to delivery order N0001924F1840 under Basic Ordering Agreement (BOA) N0001924G0017 to Rockwell Collins Inc. doing business as Collins Aerospace Government Systems (CAGE 13499) for the retrofit of Government-Furnished Block I Digital Red Switch System (DRSS) production support assets to a Block II configuration to support sustainment efforts of the E-6B aircraft to include the following items: Nomenclature 48 VDC PDP REDSYSMAN1 SYS MGR AVC-6189 SWITCH, ETHERNET FABRIC SWITCH, ETHERNET FABRIC Switch, Ethernet Fabric Switch, Ethernet Fabric Switch, Ethernet Node Switch, Ethernet Node MODULE, CHASSIS MANAGEMENT MODULE, CHASSIS MANAGEMENT Baseband Control Assembly, BCA DSS, C1 AVC-6190 CML Cooling Fan Control Unit AVC-6202 Cooling System I/O Unit AVC-6195 DC PDU (RH Battlestaff) DC PDU (RH Battlestaff) (ALT to -064) DC PDU (Utility Cabinets) AVC-6191 / 6194 PROCESSOR AVC-6187 CANISTER, RED VOIP ICS/MAPS This action is anticipated to be greater than SAT.

This action is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA). This action is not anticipated to be awarded as a construction contract to a small business. This action does not require qualification requirements to be eligible for award.

BOA N0001924G0017 was awarded sole source to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 prior to the Department of War implementation of the Revolutionary FAR Overhaul Part 6 (effective 01 February 2026).

The award of this modification is based on the highly specialized services being only available through the original source and award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. Any technical data associated with this action can be obtained through Rockwell Collins Inc. This action is a result of the sources sought notice posted on 08 August 2025. This action will not be a small business set aside.

The NAVAIR Office of Small Business Programs concurs with this set-aside determination. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, However, all responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency within 15 days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
