This action is not subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA). This action is not anticipated to be awarded as a construction contract to a small business. This action does not require qualification requirements to be eligible for award. BOA N0001924G0017 was awarded sole source to Collins Aerospace under the authority of 10 U.S.C 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 prior to the Department of War implementation of the Revolutionary FAR Overhaul Part 6 (effective 01 February 2026). The award of this modification is based on the highly specialized services being only available through the original source and award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. Any technical data associated with this action can be obtained through Rockwell Collins Inc. This action is a result of the sources sought notice posted on 08 August 2025. This action will not be a small business set aside. The NAVAIR Office of Small Business Programs concurs with this set-aside determination.
