PRE-SOLICITATION NOTICE: THIS IS NOT A REQUEST FOR QUOTATION (RFQ), REQUEST FORPROPOSAL (RFP) OR INVITATION FOR BID (IFB), BUT FOR INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.

The project number MHMV230034 shall be used to reference any written responses to this pre-solicitation notice. The North American Industry Classification Systems (NAICS) Code proposed is 236220. The size standard for this NAICS is $45M. The Product Service Code (PSC) is:

Z1AA. In accordance with FAR 36.204 the Disclosure of the Magnitude of Construction is Between $1,000,000 and $5,000,000. The requirement is to provide Design-Build (DB) renovation for a section of building 20202. The draft Statement of Work (SOW) is attached to provide further information on the scope of the project. The Final SOW and attachments will be provided with the solicitation. The place of performance will be at Kirtland Air Force Base (AFB), New Mexico.

A Site Visit is currently scheduled for 1:00PM Mountain Standard Time (MST) on 10 July 2024 to better help with understanding this requirement and aiding contractors with their solicitation package. The date and time for the Site Visit are subject to change and further guidance on the site visit will be provided with the solicitation. The location of the Site Visit and meeting point will be at Building 20202 in Kirtland AFB at the scheduled time. All interested firms should submit a capabilities statement that outlines the firm’s capabilities in providing this requirement. Include in your capabilities package your Unique Entity ID, Cage Code, System for Award Management expiration date, and any related information to the project.

The capabilities statement should be concise and provide relevant information on the contractor’s ability to meet the stated requirements. Please note: All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov.
