Notice of Sole Source Award - USMC MCICOM G8 Financial Management Support Services

The United States Marine Corps (UMSC) Marine Corps Installation Command (MCICOM) G8 Financial Management Support Services (Reference related notice ID M95494-25-SSN-G8FM) was non-competitively awarded to a Tribally Owned 8(a) concern through another Government agency, specifically the Small Business Administration (SBA) using the authority of section 8(a) of the Small Business Act as expressly authorized by 13 CFR §124.506(b) / FAR 19.805-1(b)(2).

A notice of proposed contract action required in FAR 5.201 did not apply to this acquisition owing to the exception set forth in FAR 5.202(a)(4). This contract provides professional subject matter support services utilizing specialized knowledge and experience to assist the Marine Corps’ audit compliance efforts and modernize its financial management capabilities post transition from a legacy accounting system in use over 20 years to the new Defense Agencies Initiative (DAI) system.

The fundamental shift in system and processes provides enhanced audit compliance, but at the same time obviated the decades of institutional subject matter expertise the Marine Corps possessed. The contracted support services assist the Marine Corps in ensuring thorough compliance, accurate documentation, timely resolution of complex issues, and training of Marine Corps personnel which has been and will continue to be essential for audit readiness and successful full transition to this modern system.
