A notice of proposed contract action required in FAR 5.201 did not apply to this acquisition owing to the exception set forth in FAR 5.202(a)(4). This contract provides professional subject matter support services utilizing specialized knowledge and experience to assist the Marine Corps’ audit compliance efforts and modernize its financial management capabilities post transition from a legacy accounting system in use over 20 years to the new Defense Agencies Initiative (DAI) system. The fundamental shift in system and processes provides enhanced audit compliance, but at the same time obviated the decades of institutional subject matter expertise the Marine Corps possessed.
