a. The contractor shall provide all personnel, equipment, tools, materials, maintenance, supervision, documentation and other items and services necessary to support chartered passnger airlift of 15 passengers from Naval Station Guantanamo Bay (MUGM) to Palm Beach International Airport (KPBI) on Monday, 2 December 2024.

1. CARRIERS ARE ENCOURAGED TO REVIEW THE LIST AND OFFER THEIR BEST SOLUTION FOR MOVEMENT, with price and aircraft (include tail number).
2. CARRIER WILL ENSURE COMPLIANCE WITH STATION OPERATING HOURS AND RESTRICTIONS PRIOR TO SCHEDULING.
3. THE MAX ALLOWABLE GROUND TIME IS 3.5 HRS AT ALL ORIGINATING, ENROUTE, TURN-AROUND, OR TERMINATING LOCATIONS. THE 3.5 HOUR GROUND TIME LIMIT INCLUDES THE TIME BETWEEN TERMINATION AND ORIGINATING OF MULTIPLE ROTATIONS.
4. CARRIER WILL OBTAIN ALL OVER FLIGHT AND DIPLOMATIC CLEARANCES AND PPRS.
5. CARRIER WILL COORDINATE/CONTRACT ALL REQUIRED SUPPORT AND LOADING/OFFLOADING EQUIPMENT.
6. DURING MISSION EXECUTION, CONTACT TACC OPERATIONS CENTER AT COMM 618-229-0323 WITH ANY PROBLEMS.
7. ALL TIMES IN ZULU.
8. COORD AGENCY IS 618 AOC/ALDRC, COMM 618-229-4545 OR EMAIL 618AOC.ALDRC.SAAM@us.af.mil c. The solicitation will be 100% Small Business Set-Aside. d. The Government intends to award one Firm Fixed Price (FFP) Purchase Order. e. The offeror must have a current FAA Part 135 certificate. f. The offeror must be Department of Defense (DoD) Commercial Airlift Review Board (CARB) approved. If an offeror’s proposal does not meet this requirement, as determined by AMC/A3B, the offeror will be excluded from consideration.
