In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This notice is a solicitation for Architect and Engineering services to be performed on Eielson AFB, Alaska.

The Combined Heat and Power Plant (CH&PP) provides primary generation of electricity and steam heat capabilities on Eielson Air Force Base (AFB). The primary building (B6203) of the plant was originally built in 1953, has been increased in size and capacity multiple times to keep up with Eielson AFB’s growth and expansion over the decades.

The existing 1.5-megawatt (MW) generators, four each, are used to pick up the electrical load when boilers or turbine-generators are being repaired and maintained or during extremely cold weather. At 25-years old, the generators have required major repairs to keep operational, and they are at the end of their life cycle.

Without them the CH&PP will, at times, not have enough capacity to handle Eielson’s peak electrical load, especially in the harsh winters, or be able to pick up the load during emergency outages of the turbine-generators and boilers. The project involves the phased replacement of four Onan generators with new equipment, including associated controls, to ensure continuous and reliable power generation capabilities. The design must facilitate a phased implementation approach to align with available funding and operational requirements.
