Viewpoint Standalone Terminal (VPSAT) Upgrade

The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBA) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

THERMO EBERLINE LLC 27 FORGE PKWY FRANKLIN, MA 02038-3135 This requirement is for the following:

CLIN ITEM QUANTITY 0001 ViewPoint Stand Alone Terminal (VPSAT) Upgrade 1 The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification.

The applicable NAICS code is 334519, Other Measuring and Controlling Device Manufacturing. This NAICS code has a small business size standard of 600 employees. The Air Force Radiation Assessment Team (AFRAT) has a requirement to upgrade/refurbish existing VPSAT Radiation Dosimetry Readers to include software capabilities to read the new DoD acquired TruDose Dosimeters and ensure future updates can perform the TruDose reading function.

This requirement will upgrade/refurbish the existing VPSATs to meet current industry standards as described in the Statement of Work (SOW). Thermo Eberline LLC (Legal Business Name:ThermoFisher Scientific) is the only company that can perform the upgrade/refurbish on the VPSAT units as they were specifically designed by ThermoFisher Scientific for the Department of Defense (DoD) AFRAT.

Furthermore; the installed VPSAT dose calculation operating software is proprietary to ThermoFisher Scientific and there are currently no other companies that can provide the upgrade/refurbish capabilities. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 20 March 2024 @ 1300 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
