The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334519, Other Measuring and Controlling Device Manufacturing. This NAICS code has a small business size standard of 600 employees. The Air Force Radiation Assessment Team (AFRAT) has a requirement to upgrade/refurbish existing VPSAT Radiation Dosimetry Readers to include software capabilities to read the new DoD acquired TruDose Dosimeters and ensure future updates can perform the TruDose reading function. This requirement will upgrade/refurbish the existing VPSATs to meet current industry standards as described in the Statement of Work (SOW). Thermo Eberline LLC (Legal Business Name:ThermoFisher Scientific) is the only company that can perform the upgrade/refurbish on the VPSAT units as they were specifically designed by ThermoFisher Scientific for the Department of Defense (DoD) AFRAT. Furthermore; the installed VPSAT dose calculation operating software is proprietary to ThermoFisher Scientific and there are currently no other companies that can provide the upgrade/refurbish capabilities.
