Contracting Squadron (366 CONS) at Mountain Home Air Force Base in Elmore County, Idaho has a requirement to rehabilitate a 1-million-gallon potable water tank. The Scope of Work for this project includes:

Repair of all identified coating failures, corrosion, and daylighting in the document “2) ID - Mountain Home AFB - Building 1408 - 11-02-2024 - Component Condition.” This document details a variety of issues such as daylighting in tank roof, coating failures, and corrosion, as well as the component upon which each deficiency was identified. The proposed project will be a firm-fixed price contract. The government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of procurement method. The Government intends to set-aside this project for small businesses only. Further set-aside restrictions may be placed depending on the capabilities of the responses to this sources sought.

The purpose of this announcement is to collect information on interest, capabilities, and qualifications of the local Small Business Community: Small Business, Small Disadvantaged Business (SDB) to include the 8(a) Program, Historically Underutilized Business Zones (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors.

In accordance with FAR Part 36.204, the construction magnitude is between $100,000 and $250,000. The Estimated duration of the project is 100 calendar days after notice to proceed. The North American Industry Classification System code for this procurement is 237110 (Water and Sewer Line and Related Structures Construction) which has a small business size standard of $45 Million. The Product Supply Code (PSC) is Z2JZ. Prior Government contract work is not required for submitting a response under this source sought.

The anticipated solicitation issuance date is on or about 15 July 2025, and the estimated proposal due date will be on or about 6 August 2025. The official solicitation will be issued via SAM.GOV website at https://sam.gov. All responsible sources may submit a bid which shall be considered by the contracting authority.

Each company’s response to this Sources Sought shall be a maximum of 3 pages and shall include the following information: Company name, Address, Point of Contact, Phone Number, E-mail address, Company's Small business category (Small Business, Woman-Owned Small Business, Small Disadvantaged Business [SDB] to include the 8(a) Program, Historically Underutilized Business Zones [HUBZone], Service- Disabled Veteran Owned Small Business [SDVOSB]).

A brief statement of the company's interest in bidding on the Water Tank Rehabilitation Project as well as details of the company's capability to perform a contract of this type, magnitude, and complexity. Interested Firms shall respond to this Sources Sought no later than 1:00 p.m. MST, 3 July 2025 via email only. All interested firms must be registered in SAM (www.sam.gov) to be eligible for award of Government contracts.
