1. THIS IS A SYNOPSIS IAW FAR PART 5.2, Synopsis of Proposed Contract Actions: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2, Synopses of Proposed Contract Actions, in preparation for the release of the Request for Quotation (RFQ) at a later date.

2. DESCRIPTION: This is a follow-on requirement for the lease, service and maintenance of wireless pager devices with services for key and essential personnel to support the BAMC medical treatment facility (MTF) patient care mission.

Contractor shall provide the devices and uninterrupted wireless messaging service for 2150 wide area devices throughout San Antonio and outlying communities and 200 in house pagers passing urgent and emergent messages through Government owned middleware platform and existing Government owned 900 MHz Distributed Antenna System (DAS) to propagate signal throughout the facility.

Contractor shall be responsible for exchanging the BAMC fleet of both wide area and inhouse pagers, minimizing disruption of services, receiving messages via Telocator Alphanumeric Protocol (TAP) from Government owned middleware platform, and injecting their 900 MHz frequency into the existing Government owned DAS for inbuilding distribution to in house and wide area pagers. Without these devices and services, there would be risk to patient care resulting from the lack of communication between personnel. Refer to DRAFT Statement of Work for addional details.

3. PLACE OF PERFORMANCE: BAMC Medical Facility and outlying communities (refer to Draft SOW)

4. ADDITIONAL DETAILS: THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. Offerors can view and/or download the RFQ and attachments at https://www.SAM.gov (Contracting Opportunities) when the RFQ is posted. It is the OFFERORS’ RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register themselves on the website.

All prospective offerors interested in submitting an offer on this solicitation must be registered in the System for Award Management (SAM) at https://www.sam.gov/ with a commercial and government entity (CAGE CODE and UEI) and must complete electronic annual representations and certifications.

5. ATTACHMENT: Draft Statement of Work (SOW)

6. SET ASIDE: The proposed contract is 100 percent small business set-aside. The Government will only accept quotes/offers from small business concerns. Joint venture Agreements are allowable. The Small Business Administration (SBA) must approve certain kinds of Joint Venture Agreements. Joint Venture partners are responsible for coordinating with SBA and RFQ deadlines in regard to Joint Venture Agreements.

Any offeror proposing as a joint venture or other partnership arrangement are responsible for ensuring the joint venture/partnership arrangement complies with all SBA regulations and that the created joint venture/ partnership does not result in loss of small business status. All responsible small business sources may submit a proposal in response to the RFQ which shall be considered by the agency.
