Description: The 76th CMXG/MXDEC is requesting to procure new Universal Fuel Accessories Test Stand (UFATS) capable of testing end items currently in production; with equipment and accessories specified in the Statement of Work (SOW); and training on the maintenance, calibration, programming, and use of said test stand. At the minimum, the Contractor shall provide the following:

The UFATS shall be new and unused (not a prototype) and constructed using cutting-edge technology. UFATS design specifications shall be based on Unit Under Test (UUT) requirements as noted in associated UUT Technical Orders (T.O.’s), which are listed in Appendix H. Any other provided documents/manuals associated with existing test equipment are for reference only. UFATS particulars are noted in the SOW. This requirement does contain export control documents. Interested contractors requesting access for the controlled documents will need to submit the following:

Signed Non-Disclosure Agreement (NDA) Current DD Form 2345 (Military Critical Technical Data Agreement) This acquisition is a 100% Small Business Set-Aside. A Firm Fixed Price type contract is contemplated.

Estimated Period of Performance: no later than 18 months after receipt of contract award Electronic procedures will be used for this solicitation through the System for Award Management (SAM) at https://sam.gov/content/home. No telephone requests. Authority is 10 USC 2304 (c)(1). SAM registration is required to receive an award. Contractors can register electronically at https://sam.gov/entity-registration. The NAICS code for this requirement is 335314 with a size standard of 750 EMP.

Contractors required to implement NIST SP 800-171, in accordance with the DFARS clause 252.204-7012, Safeguarding Covered Defense Information and Cyber incident Reporting, are required at time of award to have at least a Basic NIST SP 800-171 DoD Assessment that is current (not more than 3 years old) (see DFARS 252.204-7019).
