NOTICE OF INTENT The Department of the Interior, U.S. Geological Survey (USGS), intends to negotiate a purchase order with Innovasea Systems, Inc. for acoustic transmitters, receivers, hydrophones, and an activation probe. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. No solicitation will be issued. The USGS studies endangered adult Lost River Sucker fish movements and habitat utilization in Upper Klamath Lake, OR.

These studies involve tagging 200 fish with the Innovasea, Inc. 69 kHz V13, V13T, or V16T acoustic transmitters. USGS requires (120) V13, (80) V13T, and (20) V16T acoustic transmitters; (20) Innovasea NexTrak R1 receivers to monitor these tagged fish along with an Innovasea VR100 manual tracking receiver; (1) VHTX hydrophone, (1) VH110 hydrophone, and activation probe. This equipment must be fully compatible for existing USGS acquired Innovasea 69 kHz receivers.

The code on the equipment is proprietary; therefore, no products on the market with compatibility exist. Innovasea Systems, Inc. is the manufacturer, and no resellers exist. Other interested concerns having the ability to furnish these supplies may submit a capability statement no later than the closing date of this announcement on Friday, February 19, 2024 at 1200 hours, Eastern. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All responses will be evaluated to determine if competitive opportunities exist, and must be submitted in writing by email to jongjoco@usgs.gov. Neither hardcopies nor web portal submissions shall be considered.
