CA-TULE LAKE NWR-GRASSHOPPER TREATMENT

Notice of intent to Sole Source CA-TULE LAKE NWR-GRASSHOPPER TREATMENT GRASSHOPPER TREATMENT: U.S Fish and Wildlife Service, Lower Klamath National Wildlife Refuge Tulelake CA intends to award on a sole source basis a firm fixed price purchase order with Macy's flying service KSJ1C4WKLM75. Grasshopper infestations on Lower Klamath NWR (Refuge) led to extensive damage to habitat managed for wildlife on the Refuge, as well as extensive economic damage to crops and farms adjacent to the Refuge.

We are proposing to not eliminate grasshoppers on Refuge lands, but to apply treatments that reduce populations to below economic impact thresholds as identified by the USDA/APHIS. Grasshopper nymphs must be treated in the 2-4th instar stages for the treatment to be effective. Grasshoppers have already begun to hatch on the Refuge, so it is estimated we have approximately 2-3 week window before treatments become ineffective. No solicitation package will be available. No telephone or fax requests will be accepted.

Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
