We are proposing to not eliminate grasshoppers on Refuge lands, but to apply treatments that reduce populations to below economic impact thresholds as identified by the USDA/APHIS. Grasshopper nymphs must be treated in the 2-4th instar stages for the treatment to be effective. Grasshoppers have already begun to hatch on the Refuge, so it is estimated we have approximately 2-3 week window before treatments become ineffective. No solicitation package will be available. No telephone or fax requests will be accepted. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
