Notice of Intent to Sole Source - IQVIA Government Solutions, Inc.

The Centers for Disease Control and Prevention (CDC) intends to award a sole source, firm-fixed price contract to IQVIA Government Solutions, Inc., 3110 Fairview Park Dr., Ste. 400, Falls Church, VA 22042. CDC has a requirement for nationwide data on drug prescriptions that can be divided geographically, and that pairs prescriptions with de-identified patient-level data. IQVIA shall provide access to IQVIA pharmacy data modules, licenses, software, tools (e.g., SMART), and services.

IQVIA shall also provide a sufficiently large dataset with the level of detail required, including geographic and de-identified patient-level data. Other work to be performed shall include providing in person training offered to CDC scientists, one on one consultations, webinars, and support to CDC scientists. This requirement is supported by a Justification for Other than Full and Open Competition (JOFOC) to IQVIA Government Solutions, Inc. under authority 41 U.S.C.3304(a)(1).

Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.

If no affirmative responses are received within 15 days, in accordance with 41 U.S.C.3304(a)(1), a contract and/or negotiations will be conducted with IQVIA Government Solutions, Inc., 3110 Fairview Park Dr., Ste. 400, Falls Church, VA 22042.
