NOTICE OF INTENT TO AWARD A SOLE SOURCE REQUIREMENT The United States Department of Agriculture, Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to issue an award to the American Association for the Advancement of Science (AAAS) on a sole source basis. Award will be made pursuant to FAR 6.302-1 and 41 USC 253(c)(1), only one responsible source and no other supplies or services with satisfy agency needs.
The NAL requires electronic perpetual access for all USDA users and public on-site users to electronic products published by the American Association for the Advancement of Science (AAAS): Science (1997 – Current Issue), Science Classic (1980 – 1996), Science Translational Medicine and Science Immunology. The contents are unique and not available from any other publisher. The publisher holds the copyright to the contents. AAAS is a nonprofit scientific society.
This journal is published for scientists, in order to meet the needs of scientists who generate research, offer educational services to educators and student researchers, and provide highly respected outlets for publication. No other source, such as electronic 2 resource providers (aggregators) may deliver contents without a direct license from the publisher.
The above publisher is the only source determined capable of supplying NAL’s requirements for un-embargoed perpetual electronic access via the Internet for all USDA users to Science (1997 – Current Issue), Science Classic (1980 – 1996), Science Translational Medicine and Science Immunology.
The publication provided by the vendor is proprietary, and only the vendor can guarantee the required access over the Internet to Science (1997 – Current Issue), Science Classic (1980 – 1996), Science Translational Medicine and Science Immunology. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. This notice is for informational purposes only and is not to be constructed as a commitment by the Government.
Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
