The U.S. Army Product Manager Soldier Clothing and Individual Equipment (PdM SCIE) is conducting a market investigation to identify domestic, Berry Amendment compliant garment manufacturers capable of producing the next generation of Army cold weather clothing, the All Range Tactical Clothing (ARTC). The goal of this effort is to identify vendors with capability to produce the ARTC Extreme Cold Parka and Extreme Cold Trousers. No samples are requested.
Vendors capable of producing this garment shall, within twenty-one (21) days, respond to this Sources Sought notice with the following information: Company name, address, telephone number, primary contact(s) with email address(es). Business size (small or large), special designation (ie 8A, AbilityOne, etc), and CAGE/DUNS numbers. Estimated price per garment during full rate production. Alternatively, step pricing estimates may also be provided. Maximum monthly production capacity.
Minimum sustaining rate per year, if any. Production lead time, to include material lead times, production lead times, and monthly projected deliveries until reaching the maximum production rate. Any limiting factors affecting maximum production capacity and minimum sustaining rate. A statement of capability demonstrating background, experience, skills, ability and availability to fulfill the Government's requirements described in the attached Technical Data Package.
This can also include current or past performance of providing similar products to the Government. Draft Technical Data Package (TDP) and draft base size patterns may be requested from the following POC: Ms. Ashley Cushon, ashley.n.cushon.civ@army.mil The TDP is in draft form and only being used for the purpose of Market Research. Final design of the garment may differ during production. The draft TDP includes a Bill of Materials for known sources of supply based on prototype production.
Final TDPs will be performance-based. This notice is for market research only. Responses to this notice are to be sent to Mr. Alejandro Silva (alejandro.a.silva.ctr@army.mil), Mr. Bryan Millan (bryan.a.millan.civ@army.mil), and MAJ Taylor Moran (taylor.d.moran.mil@army.mil) via email. This is not a request for quotations. No solicitation document exists. The information received under this announcement may be used to develop an acquisition strategy. You may email your questions to the listed POCs. Questions must be received within seven (7) days of this posting.
