Subject: Notice of Intent to Award a Sole Source Contract – Radiation Protection Advancing Patient Safety Description: The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to The National Council on Radiation Protection and Measurements (NCRP) for the Radiation Protection Advancing Patient Safety, in accordance with the authority under FAR Part 6 (i.e. 6.302-1, Only One Responsible Source).
This procurement is being conducted under simplified acquisition procedures in accordance with FAR Part 13. The NAICS Code for this action is 541720 - Business research and development services.
The primary objective of this requirement is to procure up to six (6) well-sourced and consensus-based scientific analysis, reports, recommendations, and communication products on radiation safety to inform regulatory decision making and policy development for both radiological medical devices and radiation emitting electronic products. The scope of the activities supported by this contract requires collaboration across the Contractor, FDA, and other appropriate stakeholders.
The Contractor shall produce medical radiation protection reports; two (2) reports in the base year, two (2) reports in option year 1, and two (2) reports in option year 2. The topics for option year 1 and option year 2 are to be determined by the FDA but will be in scope and related to radiation protection.
The Contractor shall provide updated set of comprehensive, radiation protection recommendations to ensure their use reduces exposure to unnecessary and harmful radiation and to promote increased consistency and quality of patient care.
Responses: Responses to this notice should be sent to Bernice Nelson at bernice.nelson@fda.hhs.gov by September 8, 2024. This notice is not a request for competitive quotes. Any other firms desiring consideration must fully identify their interest and capability of meeting the requirements by submitting a capability statement. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government.
