The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award a sole-source, fixed price, Purchase Order to:
AEROVIRONMENT, INC., Simi Valley, California.
UEI: PN69XPUMA243. With the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) : 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
Product Service Code (PSC): 1550 Unmanned Aircraft. The proposed solicitation number 70Z02324QRD0PR086 is assigned for tracking purposes. Description of the requirement: The United States Coast Guard maintains and operates multiple Unmanned Aircraft Systems (UAS). Recently, avionics, which are outside of the OEM warranty period, have failed and need repair so that the Pumas can return to operational status.
The components that need to be repaired are proprietary avionics components that require proprietary software to run and operate. AeroVironment does not maintain a support network nor warranty centers run by other contractors. All warranty and repair work for OEM avionics is done by AeroVironment directly. The estimated value of this procurement is less than the SAP threshold.
Therefore, it has been determined to be in the best interest of the government to award a sole source Purchase Order to AeroVironment, Inc. No solicitation package will be issued on SAM.gov. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement demonstrating the capability to repair the need repair so that the Pumas can return to operational status, with original manufacturer.
All capabilities statements should be sent to the attention of Ms. Kiemisha Sweetney, Contracting Officer, at Kiemisha.A.Sweetnry@uscg.mil with 70Z02324QRD0PR086 in the subject line, no later than noon, EST., Monday May 13, 2024. Only capability statements received before the stated deadline will be considered by the agency. Information received will be solely considered for the purpose of determining whether to conduct future competitive procurement(s).
