Unarmed Custody and Transportation Services at the Migrant Operations Center

U.S. Immigration and Customs Enforcement (ICE) intends to issue a sole source modification to contract 70CDCR23C00000001 to MVM, Inc. for unarmed guard services and transportation services at the Migrant Operations Center (MOC) on Naval Station Guantanamo Bay (NSGB). The purpose of this modification is to extend the performance of the contract from 4/30/2024 to 10/31/2024. The services will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.

3204(a)(1) and as implemented by FAR 6.302-1, "Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements." As the incumbent, MVM is uniquely positioned to continue providing these services on an uninterrupted basis. MVM is the only contractor positioned to provide the required services without disruption through a future transition period, pending the new contract award.

Due to the critical nature of the ICE mission at the MOC and the sensitive nature of the requirement, no other contractor is capable of performing the services required in the timeframe in which the government requires them. This pre-solicitation synopsis is for informational purposes only and should not be considered a request for capability statements, quotes, or proposals. However, per FAR 5.207(c)(16)(ii), “All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.”
