DUE TO THE URGENT/IMMEDIATE NEED THERE IS A QUICK TURNAROUND RESPONSE WITHIN 24 HOURS The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has an urgent requirement for Portable Restrooms and Handwashing Stations in support of disaster relief operations for FEMA-4856-DR-CA Wildfires and Straight-line Winds. FEMA requests that you submit a quote in response to this solicitation.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 70FBR925Q00000014, which must be referenced on all quotation documentation submitted in response to this solicitation.

The RFQ is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Part 15. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 3, 2025. This procurement is a 100% Small Business set-aside. The associated North American Industrial Classification System (NAICS) code is 562991 (Septic Tank and Related Services), with a small business size standard of $9 million.

Preference will be given to local businesses in Los Angeles County, California. The Service Contract Act of 1965, as amended (41 U.S.C. 351) is applicable to this procurement and the following wage determination shall be applicable to the resulting purchase order:

Wage Determination No.: 2015-5613 (Rev.-28). A Firm Fixed Price contract award may be made to the responsible offeror submitting an overall proposal that is determined best value to the Government’s needs, price and other factors considered, using the procedures prescribed in the technical evaluation factors. This solicitation requires an active registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines.

Period of Performance: 30 days from the date of award, with (2) one-month options.

Evaluation Criteria: The Government intends to award a single fixed-price purchase order to the responsible offeror whose quote conforms to the solicitation and is most advantageous to the Government, considering price and other factors. The following evaluation factors, listed in descending order of importance, will be used: Factor 1 - Schedule Factor 2 - Technical Capability of the items offered to meet Government requirements Factor 3 - Price Technical capability and past performance, when combined, are approximately equal to cost or price.
