Amendment 0002: The purpose of this amendment is to incorporate a Questions and Answers attachment which are available in the attached pdf. The Due Date for proposals remains as Monday, March, 11, 2024, 3:00 PM CT.
Amendment 0001: The purpose of this amendment is to incorporate a Questions and Answers attachment which are available in the attached pdf and make corrections/changes. The SIR is also amended. Offerors must return a signed copy of the SF-30 in addition to their Phase I proposals. The Due Date for proposals has been extended to Monday, March 11, 2024, 3:00 PM CT.
The Federal Aviation Administration (FAA), Enterprise Services Center (ESC) located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma, has a requirement for Information Technology Support Services (ITSS) that augment the ESC, the Logistics Center (AJW-L000), and the FAA Academy (AMA) with information technology professionals at the MMAC. The FAA contemplates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 1-year base period and four 1-year option periods.
The contract will have firm-fixed price, labor hour, and cost reimbursable travel line items. This source selection will be conducted in two phases. ONLY PHASE I DOCUMENTS ARE SOLICITED AT THIS TIME. After Phase I evaluations are complete, Offerors will be notified of their inclusion. Phase II documentation will be provided at that time. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING OFFICER, STEPHANIE RIDDLE, STEPHANIE.R.RIDDLE@FAA.GOV.
QUESTIONS FOR PHASE I ONLY ARE DUE NO LATER THAN 3:00PM ON THURSDAY FEBRUARY 22, 2024. QUESTIONS NOT RELATED TO PHASE I WILL NOT BE ANSWERED. This procurement is a full-and-open competition. There is no set-aside for small business. The North American Industry Classification System (NAICS) code for this procurement is 541512, Computer Systems Design Services, with a Small Business Size Standard of $34 million. All interested sources should first attempt to download the attached SIR document(s).
If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Stephanie Riddle, Contracting Officer, via e-mail at stephanie.r.riddle@faa.gov. Phase I Technical Proposals are due no later than 3:00 p.m. local time (Central Time Zone), March 05, 2024 and must be submitted via e-mail to the Contracting Officer, Stephanie Riddle, stephanie.r.riddle@faa.gov.
In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CT, March 05, 2024, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
