Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G625Q300011 is issued as a Request for Quotation (RFQ). The estimated price is between $25,000 and 125,000.

This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedure; and supplemented with additional information/procedures from FAR Part 36. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-06, effective 12/04/2023. This is a Total Small Business set-aside. The NAICS Code is 238220; the Small Business size standard is $19 million.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA, 02142, intends to solicit and award a firm-fixed-price (FFP) purchase order. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quote submission. Vendor’s price quotation must include a firm-fixed-price.

The Volpe National Transportation Systems Center (Volpe Center) has a property lease agreement of approximately 180 acres located at Joint Base Cape Cod (JBCC) in Sandwich, MA consisting of one building (Building #2410) and an aircraft runway that are used for demonstration & testing of backup Global Positioning System (GPS) capabilities and a complimentary Positioning, Navigation, and Timing (PNT) system.

In support of the United States Air Force (USAF) and Federal Aviation Administration (FAA), the Volpe Center requires construction services to replace the inoperable rooftop heating, ventilation, and air conditioning (HVAC) unit. This service entails executing construction renovation tasks as per drawings and specifications for Building #2410.

The anticipated Delivery Date is November 28, 2025. Site Visit If contractors require a site visit walkthrough, all requests must go through Brian Hanley no later than 5pm EST on January 20, 2025. Please submit request as soon as possible to help with processing background checks. The site visit is not mandatory and will take place on February 7, 2025 at 10am EST.
