The U.S. Environmental Protection Agency (EPA) intends to increase the ceiling of Option Period 1 (07/01/2024 – 06/30/2025) in the amount of $363,653.36 under GSA T-Mobile USA, Inc. delivery order 47QTCA22D008N/68HERD23F0130, for wireless telecommunication services supporting the EPA’s Office of Endpoint & Collaboration Solution Division (ECSD).

The purpose of the ceiling increase is to accommodate the increased cellular services needs of the Agency in fiscal year 2025, as well as to account for the incurred trailing costs. Increasing the ceiling will ensure that all Option Period 1 invoices can be paid and that there is no lapse in essential wireless services for the agency.

The associated North American Industry Classification System (NAICS) code is 517112 - Wireless Telecommunications Carriers (except Satellite) with a small business size standard of 1,500 employees. In accordance with FAR 8.405-6(a)(1)(i)(B), T-Mobile USA, Inc. is uniquely qualified to continue with the required mobile wireless services to ensure no lapse in services occurs at the EPA.

T-Mobile currently provides mobile wireless services for approximately 8,000 devices and is the only wireless carrier source capable of providing the supplies or services at the level of quality required and without interruption in wireless services. A lapse in wireless/telecommunication services would affect the Agency’s ability to perform crucial day-to-day technical support and program management services that facilitate, underline, and support the Agency’s mission.

The current ceiling for Option Period 1 must be increased to ensure the agency has continued wireless services. No other wireless carrier can provide services to the current devices being utilized under the T-Mobile order. Awarding another order to circumvent raising the ceiling on the T-Mobile order would lead to duplication of costs and unacceptable delays. This notice is to state the Government’s intention to increase the ceiling for Option Period 1. No solicitation is available.

In accordance with FAR Part 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the Agency. Responsible sources should 1) fully explain their capabilities and qualifications and 2) submit itemized pricing that is sufficient to make a determination that competition is feasible.

A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
