Notice of Intent to Award Single Source Contract

Notice of Contract Action (NOCA) 20 August 2024 Air Force Life Cycle Management Center (AFLCMC), Hanscom Air Force Base, MA Operational Contracting Division. This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to H.V. Collins Company.

A design-bid-build Firm Fixed Price (FFP) contract in support of the space modernization efforts and expansion to the Hanscom Special Access Program (SAP) Complex (HSC) to accommodate the AirForce Program Executive Office for Command, Control, Communications, and Battle Management(DAF PEO C3BM) Architecture and System Engineering Division (ASE) to continue expanding operations at Hanscom AFB.

This action will be a new contract to support the build out of the space to include demolition, fiber to desk wiring, alarm control system/intrusion detection system installation, purchase of materials, and all other required construction aspects. The contract will also include initial design support services for the feasibility of build to the architect-engineer firm of record currently on contract. The Government intends to award a sole source firm-fixed price contract to H.V. Collins Company.

The proposed contract action is to procure the specific supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit unclassified responses (capability statement) to this notice by email to Mr. Geoffrey Siracusa at geoffrey.siracusa@us.af.mil and Mr. David Conquergood at david.conquergood.1@us.af.mil no later than 19 September 2024. No other communications will be entertained.

This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB); The Air Force does not intend to award a contract based on this notice or to otherwise pay for the information to be solicited. Although “proposal” and “offeror” are used in this solicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement IAW 10 USC 3204(a)(1).
