Notice of Sole Source to UNICOM Government, Inc. for CCDS Portsmouth Uninstall & Reinstall Services

The United States Coast Guard intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to Unicom Government, Inc. (UGI) located at 15010 Conference Center Drive Suite 110 Chantilly, Virginia, 20151-3852, United States. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements.

The existing system was installed by UGI and is under a current service and maintenance contract with them. This service includes meticulous de-installation and reinstallation of the CCDS, maintaining peak system functionality. The reinstallation will also ensure compliance with current DHS/DOD cybersecurity mandates, aligning the CCDS with contemporary security standards. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 11:00AM ET on 15 March 2024. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes.

Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Ann.m.leuters@uscg.mil, and the Contracting Officer, Delton.L.Brun@uscg.mil, with solicitation number referenced in the subject line.
