CCH, Incorporated "Aspen" annual renewal of print books and supplements

The Internal Revenue Service intends to award a sole source order to CCH, Incorporated for the 2024 "Aspen" Annual Renewal Books and Supplements for the IRS Chief Counsel Library and Associate Offices. CCH Incorporated is the only business that can produce large volumes of its own product or services. No small printing or publishing businesses are allowed to reproduce CCH Incorporated materials.

CCH is the only copyrighted publisher of legal materials used by noted scholars and practitioners writing in the field of taxation, bankruptcy, general and international law today. The books and supplements are listed on the attachment in this notice (Attach to NOI CCH.pdf) .

The procurement will be made utilizing Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250k. The requirement will be fulfilled by the delivery of the Books and Supplements for a period of performance one year from the date of award. This Notice of Intent is not a request for competitive quotes or solicitation for offers.

No solicitation package will be issued. Oral communications will not be accepted and will not be considered for this announcement. The Government will not cover any costs for any information or inquiry submitted because of this notice. The Government will consider responses received no later than January 15, 2024, 6AM EST. All inquiries and concerns must be addressed in writing to Tracey Brooks, tracey.n.brooks@irs.gov.

The Government will not seek additional information from your company if you fail to provide sufficient evidence of having research capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
