The General Services Administration (GSA) is seeking a qualified contractor to repair and replace the inbound and outbound lanes including minor curb and sidewalk repairs at the Van Buren Land Port of Entry, 173 Acadian Way, Van Buren, Maine. The construction cost is between $200,000.00 and $600,000.00. The performance period is 120 days upon receipt of Notice to Proceed at the time of Award. The completion time includes the following:

review and approval of all required submittals, permits, mobilization, new work, clean up, and project closeout. This procurement is unrestricted. This is a negotiated procurement; there will NOT be a public bid opening. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures.

The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors will consist of past performance, experience, project management plan/approach, and price. Non-price factors will be considered more important than price. As non-price factors become equal, price becomes the determining factor. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation.

Offers will be due on or about April 18, 2025 at 4:00pm (Eastern Time). A pre-proposal conference and site visit is scheduled for March 27, 2025 at 4:00pm (Eastern Time). We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omission and miscalculations in offers.
