Commercial Internet Services USCG Sector WAK

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source firm fixed price award for commercial internet services for the US Coast Guard Sector Western Alaska (WAK), in Fort Richardson, AK. The vendor will be GCI COMMUNICATION CORP., 2550 Denali ST STE 1000, Anchorage, Alaska 99503-2751, UEI: L5ANNJF4BKS5.

The period of performance will include one base year of services, with three one-year option periods. If all options are exercised, performance would expire 31 Mar 2029. This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Currently, GCI has all infrastructure and equipment in place to continue services without disruption.

To use any other provider would require replacement of equipment and substantial infrastructure repairs to accommodate a new provider. These obstacles would cost more to resolve than any savings that could be realized using competition. The USCG will continue to conduct market research to identify new providers and other options to remove barriers to competition. USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort.

Performance will be located at Ft Richardson, AK 99505. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 517112. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4 Apr 2025, at 1:00 p.m., Alaska time.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
