SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) located in Hines, IL is proposing a firm fixed price contract with Quality Manufacturing Systems, Inc (QMSI) on a sole source basis to relocate and return to operational capacity the Semi Auto Packing system.

The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The reason justifying this sole source procurement is that QMSI is the only vendor who can provide the services needed as the system is under warranty and all servicing, handling, etc must be done by QMSI.

Background: The SAP system allows the CMOP to send a large volume of packages out with speed and accuracy. This relocation must be sole sourced to QMSI due to proprietary software, robotic controls, and automated equipment under QMSI s copywrite.
