FAUCETS FOR LEGIONELLA REMEDIATION

This Special Notice of Intent (NOI) is not a request for competitive proposals. This is not a solicitation or request for offers.  The Department of Veterans Affairs (VA), Greater Los Angeles Healthcare System (VAGLAHCS) intends to award a delivery order to Pacific Coast Contracting Group for delivery of legionella faucet and accessories. The urgent circumstances leading to justification for other than full and open competition is to mitigate VAGLAHCS domestic water system that tested positive for legionella.

Point of use faucets that tested positive for legionella located in the Community Living Center, ICU/PCU, Post Op Recovery, Day Surgery, Special Procedures, Infusion Clinic, and patient care wings must be replaced immediately to protect Veterans and staff from exposure to positive legionella. The anticipated acquisition procedures are in accordance with (IAW) Veterans Affairs Acquisition Regulation (VAAR) 819.7008 Sole source award to verified service-disabled veteran-owned small business (SDVOSB).

VA s program is codified at 38 U.S.C § 8127(b) that provides the authority for VA contracting officers to make award to SDVOSBs using other than full and open competition (sole source).
