INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, Carl T. Hayden VA Medical Center, Engineering Department (138), 650 East Indian School Road, Phoenix, AZ 85012 intends to award a Base Year Contract as a firm fixed price contract to ASCO Power Technologies to replace Remote Operator Interface Terminals (OIT) and modifications to existing failed systems.

This has the primary objective to enhance system efficiency, safety, and monitoring capabilities by upgrading existing components and addressing system failures. In accordance with FAR, Section 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

The Department of Veterans Affairs intends to award to the following Vendor: ASCO Power Technologies, 160 Park Avenue, Florham Park, NJ 07932. The Period of Performance (POP) will be from April 1, 2024, to March 31, 2025. The Associated North American Industry Classification System (NAICS) Code is 238210 (Electronical Contractors and Other Wiring Installation contractors) applicable index entries includes the following:

This industry comprises establishments primarily engaged installing and servicing electrical wiring and equipment. Contractors included in this industry may include both the parts and labor when performing work. These contractors may perform new work, additions, alterations, maintenance, and repairs. The Business Size Standards in Millions of Dollars is calculated at $19 million dollars.

The Sole Source Rationale is based on the Government s belief that the Original Equipment Manufacturer (OEM) has not authorized, certified, or endorses any third-party organization to perform maintenance, upgrades, or modernization work of any nature on ASCO Power Technologies supplied emergency power transfer system products. This Notice of Intent is not a Solicitation or Request for Competitive Quotes or Offers. No solicitation package is available.

A determination not to compete this requirement is solely within the discretion of the Federal Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Federal Government.

Responses must be received no later than 3:00 pm (PDT) on March 13, 2024. All responses shall be submitted to Doreen Leah Masterson via e-mail at Doreen.Masterson@va.gov.
