In accordance with FAR 8.405-6(a)(2), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, KCI USA, INC. 2398 DY 3001 Daily Wound Vac Rental (POP: 1 Jun 2027 to 31 May 2028) 2398 DY The KCI V.A.C. ULTA Therapy System Machines is the system that is currently on station and is the only machine that is compatible with the KCI Activac machines which are currently used for discharge in the home setting through prosthetics purchasing procedures. 3M s patented computer algorithms keep the patient safe by using feedback technology to alarm when the pressure is not being reached.

The computer monitors and manages the pressure automatically, so the provider does not have to continuously monitor the hardware to make sure it is working. Other manufacturers do not have this ability to clear the line, or if the pressure is too high at the wound bed, can ramp the pressure back down to the prescribed level due to this technology being patented by 3M. The equipment requested for lease are solely manufactured by 3M Health Care and available only through KCI U.S.A (a 3M Company).

There are no distributors authorized to provide the leasing and ongoing maintenance of the equipment. The associated North America Classification Systems (NAICS) Code is 532490 and the Business Size Standard is $40 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

Interested parties may identify their interest and capability to respond to this requirement no later than 16:00 MT, Thursday, April 04, 2024. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
