667-24-2-501-0137 - Access Control N3 PACS upgrade

This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to AVALLONE DOOR COMPANY, L.L.C., located at 815 King PL Shreveport, Louisiana 71115 to upgrade the 3N s existing Hirsch physical access control system (PACS).

This notice will be posted to contracting opportunities from 01/11/2024 through 01/26/2025 under NAICS 561621 and PSC R430 the Small Business Administration Size Standard is $25M. The Vendor shall provide all components to make fully compatible with current system and functional by installing upgrade readers with keypad, FICAM controller upgrade, global service VEL Data Base upgrade, and retrofit kits. This is required to ensure full functionality and capability on said equipment the for the Overton Brooks VAMC.

This action will result in a one-time firm-fixed-price service contract. Avallone Architectural Specialties L.L.C. is the only authorized dealer that are qualified and are the service provider for the to provide this upgrade to the existing access-controlled system on all equipment the for the Overton Brooks VAMC. This is proprietary, to OEM Manufacturer of the IDENTIV Hirsch Velocity 3N PACS, and other intellectual property rights.

Avallone Architectural Specialties L.L.C. maintains partnership with OEM and have certain proprietary service technologies rights relating to the equipment. This procurement, therefore, is being conducted in accordance with FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 11/26/2024 at 3:00 PM CST, to tiffany.conner@va.gov . The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services.

Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered. All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ to be eligible for award of Government contracts.

No telephone calls will be accepted. If after January 26, 2023 @ 3pm, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Avallone Architectural Specialties L.L.C. The Government anticipates the award of a firm-fixed-price contract. A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.

REQUIRED SERVICES: Contractor to provide install all the associated equipment and software needed to upgrade the Hirsch (America made) PAC system for the 3N system.
