Accompanying Amendment 36C25225B0001 0004 SPS Renovation Construction Phases 2, 3 & 4 project#537-17-115 Jesse Brown VA Medical Center, Chicago, IL I. The following changes are to be made to the solicitation:
1. THE BID OPENING IS HEREBY CHANGED FROM IN-PERSON TO VIRTUAL.

1) Reminder, there will be no in-person public bid opening process. This will be conducted as a public virtual activity.

BIDS DUE: Vendor bids are due via email as shown above at 10:00 AM local time on 3/26/2025. The virtual public bid opening will be held at 11:00 AM local time on 3/26/2025 at the link and/or the phone # provided above. A hard copy submission is not required. Any bids received after the date and time specified for receipt of bids will be processed in accordance with FAR 52.214-7 Late Submissions, Modifications, and Withdrawals of Bids (Nov 1999).
4) Ensure your complete bid including bid bond are provided in your submission. The successful low bidder is required to furnish their original bid bond within five (5) days after notification by the Contracting Officer. 5) Ensure your bid includes the completed VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) found on pages 67 and 68 in the original SF1442 solicitation document for reference.
6) It is highly recommended that Bidders submit their bid at least one hour prior to the bid due date/time to avoid any transmission issues. II. The following changes are made on project specifications: Add Specification 09 65 16 Resilient Sheet Flg III. The following changes are made on project drawings: n/a IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information: 13. How long is the duration of each phase of this project?
13A: It may vary. Not all activities of phases are inter-dependent, but some activities may be related and must follow up the previous activity before starting a new one. Contractor to keep in mind to meet the project finishing deadline, and diligently maintain the flow of work accordingly.
14. The mechanical drawings (MH-102-3 Demo KN 1) and the statement of work indicate that the new AHU is to be ready to connect before demolition of the existing AHU and that the SPS area is to continue to function throughout construction. There will be a significant amount of down time required for the AHU switchover. What is the intent for continuous operation during this time? Will temporary air handling units be required? If so, how many, and where will they be required?
14A: The function of this department is Sterile Processing of clinical tools and utensils. It is important to maintain strict temperature and humidity and anticipated down-time shall be minimal so that high cost of temporary trailer can be released upon completion of the project. Temporary air handling units or spot coolers for SPD may be required depending upon the area coverage needed. 15. Can you please confirm is the highlighted rooms below are the same.
15A: 16. In Phase 4 the flooring called out is WSF-1 I do not see this called out in the spec book. Can you please confirm the spec for WSF-1.
16A: A new specification Section 09 65 16 is added. V. general information: 1. Additional Instructions to bidders: VAAR 852.219-73 was included in this solicitation and references the SBA certification database at https://veterans.certify.sba.gov/. However, the website portal at the foregoing link is now static and is no longer being updated as of August 2024. To be eligible for award, a vendor must be listed as SDVOSB certified in the SBA certification database (under Government Certifications) found at the Dynamic Small Business Search website:  https://dsbs.sba.gov/search/dsp_dsbs.cfm.       Â
