Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, NCO 10 intends to negotiate a sole source delivery order under FAR Part 13. The VA Medical Center in Ann Arbor, MI will be purchasing a Cerebro Workstation as an Open Market, Sole Source procurement.

However, the purchase will include the following open market items: Quantity Part Number Description 1 EACH LEICA 66.4530 CER 24" WORKSTATION 1 EACH LEICA 66.4531 CER POWER CORD USA 1 EACH LEICA 66.4508 CER ALL-IN-ONE STAND, FOR 24" DISP + PC 1 EACH LEICA 66.4536 CER BC SCANNER WIRED ZEBRA 1 EACH LEICA 66.4538 CER BC SCANNER WIRED ZEBRA STAND 1 EACH LEICA S21.4605.E BOND Cognitive Slide Labeller 1 EACH LEICA 66.6444 CER CMD ACCESSIONING SW 1 EACH LEICA 66.6445 CER CMD GROSSING SW This specific equipment is needed for the following reasons: This Brand Name Only equipment, Cerebro workstation and accessories, will enhance the use of the system by extending use in Cytology, Frozen Sections, Embedding and Special Statins.

The first installment of the Cerebro equipment for the Ann Arbor VAMC began in 2019, with additional purchases in 2023. This additional request will allow for the VA to expand capabilities for data capture in the Anatomic Pathology Depratment and replace additional antiquated methods that are currently in use. The new technology will also be used for communication between the different facets of Anatomic Pathology Sections.

The associated NAICS code for this procurement is 334516. The vendor will be Government Scientific Source, Inc., 12355 Sunrise Valley Dr. Ste. 400 Reston, VA 20191. A firm fixed price Delivery Order with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
