**MODIFICATION TO PREVIOUS PRE-SOLICITATION NOTICE** Pre-Solicitation Notice for the notice of intent to award a sole source contract is modified to remove the intent to negotiate for four (4) option years, and to remove option year item numbers from the Item Information. There are no other changes to the pre-solicitation notice as a result of this modification. This is not a solicitation.

The Department of Veterans Affairs, Greater Los Angeles VA Medical Center (LA VAMC) intends to negotiate a sole source contract with Avidity Science, LLC for the Avidity Watchdog EX Environmental Management System. Avidity Science, LLC is the only known vendor that can provide the proprietary Avidity Science Watchdog EX Environmental Management System that is compatible with the existing proprietary Avidity Environmental Management System currently in use by the LA VAMC.

The existing Avidity environmental sentry panel and software has reached the end of its life expectancy, and the software is no longer supported. Avidity, the manufacturer, is the sole distributor of this proprietary technology. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 811210 with a $34 million size standard.

The PSC is 6515. The authority for this action is FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. However, any responsible source who can provide an equivalent product with the features described above, and who is the Original Equipment Manufacturer (OEM), authorized dealer, authorized distributor, or authorized reseller of all the items listed above, may submit a capability statement to the contracting office no later than Friday, June 7, 2024, 10:00 AM, EDT.
