RFP 36C24826R0121 AMENDMENT 0002 PAGE 2 PURPOSE: The purpose of Amendment 0002 is to Provide RFP questions and answers on the Combined Synopsis/Solicitation, RFP 36C24826R0121:

QUESTIONS and ANSWERS:

QUESTION: Approximately how many veterans are housed each month under this requirement?

ANSWER: Over the past 12 months, from July 2025 to June 2026, we have averaged 158 Veterans monthly housed at our Self-Care facility. The peak month was August 2025, with a total of 194 Veterans accommodated.

QUESTION: How many room nights are estimated annually?

ANSWER: Reference to the PWS, 1.0 Introduction, paragraph B. Also see RFP 36C24826R0121, SECTION B.2, PRICE/COST SCHEDULE, for the estimated number of rooms per base and option years.

QUESTION: What has been the average daily occupancy under the current or previous contract?

ANSWER: The average daily occupancy during weekdays was 7 Veterans per night, spanning from July 2025 to June 2026. The average daily occupancy during weekends was .75 Veterans per night, spanning from July 2025 to June 2026. QUESTION: Is there an incumbent contractor currently performing these services? If so, would you be able to share the previous contract award amount?

ANSWER: The incumbent Contractor is Tucson Hotels (Embassy Suites). Contract Number is 36C24821D0095.

QUESTION: Is there an estimated maximum number of rooms that may be required at one time?

ANSWER: Reference to the PWS, 1.0 Introduction, paragraph B. Also see RFP 36C24826R0121, SECTION B.2, PRICE/COST SCHEDULE, for the estimated number of rooms per base and option years.

QUESTION: Are veterans generally expected to stay for a single night, or are multi-day stays more common? If multi-day stays are typical, what is the average length of stay?

ANSWER: The VA Self-Care housing program does not limit the number of nights a Veteran can stay at the housing facility. The Veteran simply requires a valid VA appointment that aligns with the dates for lodging. The average length of stay for our veterans can range from one to two days, or it may extend up to a month, depending on the type of care they receive.

QUESTION: Are there any preferred geographic boundaries or maximum travel distance from the James A. Haley VA Hospital that lodging facilities must be located within?

ANSWER: Reference to the PWS, 1.0 Introduction, paragraph A. The hotel shall be located 5 miles distance from the JAHVH as verified by mapquest.com and within a safe environment.
