Lumenis 120H Pulse Laser Preventative Maintenance for Bay Pines VA Healthcare System

NOTICE OF INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Network Contracting Office 8, intends to award a firm-fixed-price contract for Preventative and Corrective Maintenance to Boston Scientific, a manufacturing company, for the existing Lumenis 120H Laser system at the C.W. Bill Young VA Medical Center, Bay Pines, Florida. The anticipated contract will consist of a 12-month base period and four 12-month option periods, with an anticipated award/effective date of October 08, 2026.

This action is for service for which the Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul 12.102 (a). The Government has determined that Boston Scientific is the only responsible source capable of providing the required preventive and corrective maintenance for the existing system. The Bay Pines system incorporates Boston Scientific Corporation -specific Lumenis Pulse 120H Holmium Laser System with Moses™ Technology. Manufacturer documentation identifies Boston Scientific as proprietary technology and states that only Boston Scientific Corporation is authorized to service, install, or upgrade Lumenis Pulse 120H Laser systems and components. Boston Scientific Corporation is the sole authorized OEM and service provider for manufacturer supported training and OEM parts and components, all integrated into the Boston Scientific Quality System.

A separate Request for Quotation (RFQ), Solicitation 36C24826Q1290, will be posted for this requirement. Although the Government intends to solicit and negotiate with Boston Scientific Corporation, all responsible sources may submit a quotation and/or capability statement in response to the RFQ by the stated response deadline. All timely responses will be considered by the Government.

Interested sources must demonstrate the capability and authorization to perform the complete requirement, including preventive and corrective maintenance of the existing Lumenis Pulse 120H Laser system and the required maintenance and support of its proprietary operational software.
