FY24: NRM (PROJ: 516-23-122) BB Replace Duct Insulation B1 Canteen

Sole source award of construction services required on a priority project for Project Number: 516-23-122 entitled Replace Duct Insulation B1 Canteen to Blue Cord Design And Construction, LLC 835 Bennett Rd Ste 100, Orlando FL 32803, a service-disabled veteran owned small business (SDVOSB), using the authority granted in VAAR 819.7008 as award will not exceed $5 million, the requirement is synopsized and the justification is posted to SAM.gov, the SDVOSB is a responsible contractor with respect to performance, and award can be made at a fair and reasonable price that offers best value to the Government.

The requirement was previously solicited on the NCO 08 Job Order Contract (JOC) and only one company, Blue Cord Design and Construction, LLC submitted an offer during the solicitation period. Instead of awarding on the JOC, it was determined to be in the best interest of the Government to sole source the award to the only firm that expressed an interest during solicitation of the requirement as it was determined to be in the best interest of the Government for this priority project. This business decision is wholly within the discretion of the Government using the authority cited above.
