Bid-Build, Renovate Bldg. 1, 5 South to Private Patient Rooms, Project # 673-21-148, James A. Haley VAMC, Tampa, FL. RFP # 36C24823R0199, Amendment 0007, Posted 22 March 2024 Extend Proposal Due Date/Time to 04/05/2024 at 4:00PM (EST). Clarifications on Amendment 0006. See below.

CLIN 0001: Contractor shall provide all construction services, materials, equipment, tools, supervision, testing, and specialty services (i.e. Industrial Hygienist, Asbestos Contractor, etc.) to perform bid-build for Project 673-21-148 "Renovate Bldg. 1, 5 South to Private Patient Rooms," of the 5th floor south wing of building one at the James A. Haley VAMC, located at 13000 Bruce B. Downs Blvd., Tampa, FL 33612. Work includes the complete demolition and remodel of inpatient wing, as required by the drawings and specifications included in the project. (This CLIN includes pricing for everything except Patient Lift Equipment.)

CLIN 0002: Patient Lift Equipment

In order to be considered for award, contractor must provide pricing for both line items.

1. Are you allowing other bidders to submit proposals that did not originally submit on this opportunity?

VA Response: This is still an open solicitation. Anyone who meets the requirement (i.e., SDVOSB, etc.), may submit a proposal for consideration.

2. Should CLIN 0001 be the amount for the total project, including the Patient Lifts as previously submitted? VA Response: CLIN 0001 should include pricing for everything except the Patient Lift equipment.

3. Is CLIN 0002 a deduct for the Patient Lifts (Material and installation only) or should we include the electrical work and supports in the deduct as they are associated with the patient lifts installation?

VA Response: CLIN 0002 is not a deduct. There are no longer any deducts in this solicitation, as per Amendment 0006. CLIN 0002 is the pricing for the Patient Lift equipment.

4. Will you be issuing a new Price/Offer Schedule that defines the requirement?

VA Response: The requirements remain the same.

5. Did offerors receive unsuccessful offeror notices that provided our price? If so, offerors should be required to keep CLIN 0001 as previously submitted or higher (should price escalation be a factor). VA Response: No notices were ever sent out, whether to inform anyone of having an unsuccessful or successful offer, containing anyone s pricing proposal information. This is still an open solicitation.

6. What deliverables do you want to receive on 04/05/24? Are we to only provide a revised sheet for 6. Lists/Description of Bid/Proposal Items and any associated alternate deducts that reflects CLIN 0001 and CLIN 0002 only along with executed A0006 or do want us to submit the entire Price Proposal again with the CLIN page revised and A0006 included? Also, please confirm if our Technical Proposals will remain as submitted and that we do not need to resubmit.

VA Response: On 04/05/2024, both pricing proposal and technical proposals are due. The solicitation is still open. Additional contractors may decide to submit proposals. Also, contractors who previously submitted proposals may decide not to resubmit proposals. Previously submitted proposals will not be considered for award.

7. With the government s acceptance period now expired, how long are contractors expected to hold pricing before an award can be made?

VA Response: The government s acceptance period has not expired because the solicitation has not closed. The acceptance period of 120 calendar days does not begin until after the date offers are due. Offers are not due until 04/05/2024.
