INTENT TO SOLE SOURCE NOTICE-

April 1, 2025 Synopsis: Â Â The Department of Veterans Affairs, Columbia, South Carolina on behalf of the Birmingham VA Medical Center in Birmingham, Alabama intends to make a direct award to the Commission on Cancer (COC), which is a unit of the American College of Surgeons (ACOS) for a recurring service for annual accreditation. The contract shall include a base year (365 days) and four additional option years to run consecutively for a total of five (5) years.
The period of performance is from April 1, 2025, through March 31, 2030. The Commission on Cancer (COC) is the preeminent accreditation organization for cancer treatment programs in the United States. There are more than 1,500 COC-accredited cancer programs in the United States and Puerto Rico. The Commission on Cancer organization is the only entity that provides this type of service with a focus on surgical and medical processes and best practices.
The VA Office of Academic Affiliations (OAA) recognizes cancer programs that demonstrate excellence by earning accreditations for all applicable standards and providing quality care to patients with cancer. A Justification for Other than Full and Open Competition (JOFOC) has been prepared. This procurement is being conducted in accordance with FAR 13.106-1(b) (1)(ii), Soliciting from a Single Source.
The NAICS code utilized for this procurement is 611710, Educational Support Services with a Small Business Size Standard of $24M. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition.
Such responses MUST be received no later than March 5, 2025, at 5 PM EST. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for Commission on Cancer (COC) in the subject line. All documents submitted will not be returned.
All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Â
