NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101(a)(1) requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C.

3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 7, intends to award a sole source, firm-fixed price contract to Elsevier Inc. to provide e-learning platform for RN transition to practice program which integrates into existing VA educational programs currently in place.

The Government understands that Elsevier Inc. is the only company that provides their proprietary services. The North American Industry Classification System (NAICS) code for this requirement is 611430 and the service code is U009. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice.

The intent of this synopsis is for informational purposes only. However, vendors that believe they have the capabilities required to fully meet the Government's requirement may submit information in writing to darius.crane@va.gov with the following information in the subject line of their email 36C24725Q0050 RNTTP eLearning Platform no later than October 2, 2024, by 16:00 EST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The interested parties bear full responsibility to ensure complete transmission and timely receipt.
