A 2008 Weems Road Tucker, Georgia 30084 Description This is an open-market combined synopsis/solicitation for replacement of two (2) Kitchen Condensate Receiver Tanks, Pumps, and Controls as defined herein prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice.
The Department of Veterans Affairs, Veterans Network Contracting Office (NCO7) has a requirement to replace two Kitchen Condensate Receiver Tanks, Pumps, and Controls needed at the WJB Dorn VA Medical Center in Columbia, South Carolina. This announcement constitutes the only solicitation for proposals, a written solicitation document will not be issued.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-06 and VAAR Update 2008-37 rev. The associated North American Industrial Classification System (NAICS) code for this procurement is 333415, with a small business size standard of 1250. Service: This requirement for a one-time service for the replacement of the Condensate Tank System Shutoff as specified in the SOW.
Contract Type: The award will be firm fixed price. This action is being executed as a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concern. Per VAAR clause VAAR 852.219-11(b)(1) VA Notice of Total Veteran-Owned Small Business Set-Aside, and in accordance with 38 USC 8127(d) Veterans First Contracting Program and VAAR 852.215-70 Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors.
Offerors must be listed on the VETBIZ website as an SDVOSB or VOSB and System for Award Management System (SAM) and completion of Reps and Certs in the SAM system prior to award at www.sam.gov for consideration. PLEASE address each salient characteristic as your item must meet or exceed each specification. This RFQ will be Awarded based on Best Value; No Grey Item Retailer(s); must be an authorized dealer at time of the publishing of this RFQ.
Item Description Qty Condensate Tank System Replacement 2 DESCRIPTION SALIENT CHARACTERISTICS The Contractor shall provide a one-time service to replace the two existing Condensate return systems in the kitchen area of Building 100. The Contractor shall furnish all labor, travel, equipment, supplies, and materials required to complete the replacement. System one: A new condensate receiver to replace the existing one.
We will modify the existing controls to include a factory control panel that will be mounted on the tank or on the wall. We will coordinate with the VA to LOTO the power and the condensate return so the unit may be removed. We will replace the unit, piping, insulation, power connection and provide startup. We will clean up the area and return to its original condition. System two: Use the VA existing condensate receiver.
We will remove the existing condensate unit, piping, controls, insulation, etc. and install the VA provided unit. We will install new piping, insulation, power and provide startup of the system. Contractor will remove, replace, and paint the stained drywall approximately 4 ft high. Contractor will patch and paint to match the existing opening in the wall. Contractor will also be responsible for the removal and the disposing of, existing condensate system parts that were replaced, and cleaning up debris at the site.
Contractor will provide on-site training to designated Subject Matter Expert (SME). Include one-year warranty on equipment. *Contractors providing equal products shall provide descriptive literature describing equal characteristics. BASIS OF AWARD The basis of award shall be made utilizing "Best Value - The offer determined to be the most advantageous to the Government. Acceptable ALL of the minimum acceptable criteria are met by the proposal. The offeror's proposal meets the performance and technical capability requirements defined in the Statement of Work.
NOTE: Once the proposals have been determined to be "technically acceptable," the award will be based on cost/price only. Unacceptable Not all of the minimum acceptable criteria are met by the proposal. An unacceptable proposal contains one or more deficiencies. The proposal fails to meet specified minimum performance and technical capability requirements defined in the SOW. Offer s not deemed technically acceptable will be removed from further consideration of the contract award.

The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all proposals must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" offeror shall list exception(s) and rationale for the exception(s). Proposals shall remain valid for 60 days unless otherwise expressly stated on the proposal.
Submitted proposals shall list two points of contacts including name, phone number, and email address. The government will consider technical capability, and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor "meeting or exceeding the requirement, and (2) price. FAR 52.212-2, Evaluation Commercial Items, explain the specific evaluation criteria to be included in paragraph (a) of that provision.
All contractual questions must be in writing (e-mail) regarding this solicitation and should be forwarded by COB 01/02/2024 via e-mail to the Contract Specialist Elizabeth Gonzalez, at Elizabeth.gonzalez6@va.gov. Submission shall be received not later than 01/19/2024 at 03:00 PM EST. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
