HOLOGIC COVID Testing Cartridges & Supplies

NOTICE OF INTENT TO AWARD SOLE-SOURCE The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667-0001, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of HOLOGIC Panther equipment, Polymerase Chain Reaction (PCR) for COVID testing, reagents, consumables, and supplies for the Hampton VA Medical Center with Hologic, Inc. in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source.

This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition as authorized by FAR 13.106-1(b). This is not a request for competitive offers, and no solicitation is available. Market research has determined that these items are highly specialized and can only be obtained from a single source without an unacceptable delay or duplication of cost. No other type of item will satisfy agency requirements.

The Government intends to award the contract effective 29 April 2024 to Hologic, Inc., 250 Campus Drive, Marlborough, MA 01752-3020, SAM UEI: WHWJBKU5SX73. The Hampton VA Medical Center, 100 Emancipation Drive, Hampton, VA 23667-0001, Pathology and Laboratory Medicine Services (P&LMS), requires the H HOLOGIC Panther equipment, Polymerase Chain Reaction (PCR) for COVID testing, reagents, consumables, and supplies. The Hampton P&LMS is currently utilizing the Hologic equipment on-site.

The Hologic Panther System is used for molecular testing, with high-performing assay and throughput automation. This vendor is the only one on the market that can offer Polymerase Chain Reaction (PCR) for COVID-19 testing used on the Hologic Panther analyzer. The equipment requires certain supplies that only Hologic can provide. Hologic is the manufacturer of these reagents and supplies, and there are no comparable alternatives available.

Hologic will continue to support any necessary equipment services and promptly notify the service provider whenever a replacement is needed. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.

This announcement closes on 29 April 2024 at 011:00 AM EST. Those interested firms must indicate whether they are large, small, small disadvantaged, 8(a) or woman-owned business and whether they are U.S. or foreign-owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
