THIS IS A SOLICITATION FOR PROPOSALS: The Department of Veterans Affairs, Veterans Health Administration is issuing this solicitation for the Repair Salt Shed project. The Wilkes-Barre VA Medical Center has a requirement for Repair of Salt Shed, Project# 693-25-204.
The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision, transportation and anything else necessary to perform all work as described in project Scope of Work, Drawings, Specifications, and all other attachments to the solicitation. The acquisition type for this solicitation is a Request for Proposal and will be awarded as a Firm-Fixed Price contract.
The applicable North American Industrial Classification System (NAICS) primary code is 236220, Commercial and Institutional Building Construction, and the 2022 SBA Size Standard is $45.0M. The Construction Cost Range for this project (Magnitude of Construction) is between $100,000.00 and $200,000.00. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns.
Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified on SAM (www.sam.gov). A non-verified vendor that submits a bid or proposal will be rejected as non-responsive.
Interested firms must also have a current registration in SAM and have completed online Representations and Certifications prior to contract award. Amendments to this solicitation will not be mailed but will be posted on SAM. Offerors are responsible for obtaining the solicitation from Contract Opportunities and acknowledging all amendments to this solicitation.
Interested offerors are asked to please first read over the RFP and all its associated attachments/documents in their entirety prior to forwarding any questions/Requests for Information (RFIs) to the Contracting Officer. RFIs are due no later than September 11, 2025, 11:00 AM EDT. No RFIs will be accepted after this date. A site visit will be held on September 9, 2025 at 1:00 PM EDT, in conjunction with the Replace Garage Bldg project (36C24425R0147).
