Amendment Number 0001 Questions and Answers Please provide any existing historical inventory per building, per asset with age and condition. Document is attached.

Attachment A: Site Information provides Total Sq. Ft. for each Site. To better price the Statement of Work square footage and type of building are required. Please provide a list of buildings per Site, including square footage per building and type of building per Site (i.e. Medical office building, Wearhouse, Medical Facility, maintenance building, parking structure, etc.). Document is attached. Plan Format section C requires Inventory of major equipment associated with these utilities.

Is it correct to assume major equipment is defined as having a replacement value greater than $5,000? Major equipment refers to any distribution. Critical inventory will be at the system level, not component or part level (i.e., AHU included, but fan excluded) Correct. Critical inventory excludes piping, ductwork, and other distribution lines or component parts (i.e., valves, pipes, etc.) Correct. Inventory excludes access to confined spaces, crawlspaces, and other limited access spaces. Correct.

Requirements for hardcopies have previously been removed to reduce paper. Will the Deliverables requirement for two (2) bound printed copies be removed, or please confirm two (2) bound copies are required per site, totaling 22 hardcopies. 2 hard copies required. The Deliverables require a CD for each site. Please advise if one (1) CDÂ copy is required per site or if a downloadable copy is acceptable. CD is required.

The Plan Format requires site drawings for each utility showing routes and connection points to buildings is requested. Does this indicate that we should be doing site locates and site surveys of the exterior utilities for the buildings as well? Plan is for basic distribution to show. To what level of detail should the site drawing be developed to. Should this only include interbuilding service connections overlayed on existing PDF campus maps or full CADD drawings?

Plans will be CAD but existing GIS maps, where available, will be provided. Please confirm, no drawings are required for systems interior to the buildings, correct? Correct. Do drawings or reports need to be stamped by a professional engineer? No. BACKGROUND refers to items while Plan Format section C requires an inventory of major equipment. It is understood that Plan Format Section C clarifies and supersedes the Background section, and all references to item(s) are in reference to major equipment , correct?

Correct. BACKGROUND refers to a (2022-23) Lock Out Tag Out (LOTO) inventory for each site. To allow for accurate pricing, will the inventory be provided for review prior to bid? No. Site drawings are referenced. It is understood this is limited to single-line diagrams overlaid on existing site maps, not signed drawings. Is this correct? Correct.

Critical equipment includes equipment that services patient care areas that remain operational during emergencies (natural disasters, etc.), such as emergency rooms, ICUs, and in-patient care. Critical equipment excludes equipment servicing non-critical facilities that close during emergencies, such as lobbies, out-patient clinics, cafeterias, kitchens, parking structures, etc. Is this correct? Correct. Please provide all relevant information VHA Directives. Attached.

Management Plans limited to general, industry best practices per utility element and not specific to individual units by make and model, correct? Intent is for plans to include procedures for individual units. Contingency plan is limited to a single contingency per utility element, not multiple failures, correct? Contingency plans should be provided for each critical utility for each affected building. Full inventory for each site limited to critical, major equipment servicing critical facilities, not all building equipment, correct? Correct.

Attachment A: Site Information provides general information for each of the 11 sites. This information is not enough to provide accurate, efficient pricing. Please provide a detailed list defining all buildings per site, including square footage, building use, number of floors, year of construction, and year of most recent major renovations. See attached. Site Information - Please provide the following per site: 1) most up-to-date inventory, 2) site maps, 3) emergency plans, 4) preventive maintenance plans.

Inventory will be provided upon award. Emergency plans and PM plans do not exist yet for sites. Evaluation Factors, 3. Technical, subpart b. states Contractor shall demonstrate that their technicians meet the qualification standards stated in the Performance Work Statement. No qualification standards are provided in the RFQ. Is a minimum of an engineering degree with five years of experience be a minimum qualification standard?

Yes, a minimum of an engineering degree with five years of experience is a minimum qualification. Evaluation Factors, 3. Technical, subpart c. states Contractor shall provide all current and relevant or license(s) to include manufacture training certificate etc. Licenses are not required. However, a minimum of an engineering degree with five years of experience is a minimum qualification.
