DESCRIPTION The Department of Veterans Affairs (VA), Strategic Acquisition Center-Frederic (SAC-F) intends to issue a commercial service contract to the statutory authority permitting other than full and open competition with the requirements of FAR 6.303-1, this justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:

The VA, Office of Security and Law Enforcement has an annual requirement for uninterrupted access to the International Justice and Public Safety Network, formerly known as the National Law Enforcement Telecommunications System, Inc. (NLETS). The statutory authority for this justification is 9 U.S.C. Chapter 9, and Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Nlets meets that standard.

The proposed action will be a commercial service Firm Fixed-Price contract. This notice is posted for information purposes only and is not a request for competitive quotes.

Interested firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) demonstrating the ability to meet the above requirements by emailing the Contract Officer Nicole Egan at Nicole.egan2@va.gov and the Contracting Specialist Alex Alexander at Alex.Alexander@va.gov no later than 2PM EST, 28 March 2025. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.

Any information received will be considered solely for the purposes of determining whether or not to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.

If potential offerors choose to submit information, past performance, and references regarding capability to perform these services must be provided along with the stem of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. The Government reserves the right not to compete the proposed purchase order based on responses received to this notice. These services may be awarded without further notice.
